ASFL Fireworks Compliance Basic Training

Instructor: Jerry Wingard ASFL Director of Standards and Compliance

(4 Contact hours approved for Fire Code Administrator and Fire Safety Inspector)

This class reviews the many aspects of fireworks regulation including local, state, and federal codes and enforcement. The class covers an overview of testing and testing requirements. Also, discussion of burn injuries and investigations and method for organized review. Finally, the class will conclude with the identification of consumer packaging, suspicious packing, and shipping carton marking requirements.

Instructor: Jerry Wingard: American Fireworks Standards Laboratory

Jerry Wingard has an extensive background in law enforcement and explosive materials. He currently serves as the American Fireworks Standards Laboratory’s (AFSL) Director of Standards and Compliance. Jerry retired from service with the State of South Carolina in 2010, with thirty-three years of service. While with the State of South Carolina, he served as Administrator for the South Carolina Board of Pyrotechnic Safety and Explosives Enforcement Section with the South Carolina Division of Fire and Life Safety.

Jerry has forty-five years of experience, ranging from testing consumer fireworks for the Consumer Product Safety Commission, to regulating the sales, use, and storage of explosives in South Carolina. During this time, he also investigated explosive accidents, sales of illegal explosives, and complaints pertaining to explosives. Jerry was also a South Carolina Commissioned Class I Law Enforcement Agent and certified Deputy Fire Marshal. He assisted ATF, CPSC, DOT, and FBI with issues and investigations regarding explosives in South Carolina. Jerry served as a Fire Service Representative on the AFSL Standards Committee until 2010. Jerry works with the AFSL Testing Program, AFSL Standards Committee, various service providers, and leads AFSL’s investigative activity pertaining to fireworks fatalities and injuries. He also is a member of the NFPA Technical Committee on Pyrotechnics and APA’s Code Committee and was a member of the International Association of Bomb Technicians and Investigators.
