Approaching Baseline First Responder Radio
Signal Coverage Testing - 6.5 hrs.
Reliable in-building radio communications are critical to First Responder safety and effective emergency operations. This course introduces government and public safety professionals to the foundational concepts of public safety communications, the coverage challenges posed by modern building construction, and the role of baseline radio frequency (RF) testing in maintaining compliance with national and local codes. Participants will explore how public safety radio systems operate, the relevant project stakeholders, and the importance of ensuring communications remain functional under the demanding conditions of fireground and emergency response.
Building on these fundamentals, the course provides a technical overview of the equipment, terminology, and measurement standards used in baseline coverage testing, including Delivered Audio Quality (DAQ) and Received Signal Strength (RSSI). Special attention is given to the requirements outlined in NFPA 1225, the Florida Fire Prevention Code (FFPC), and Florida Statute 633.202 (2023), equipping participants with the knowledge to interpret code-compliant testing results.
By the conclusion of the course, participants will be better prepared to evaluate baseline in-building public safety RF surveys, recognize potential coverage deficiencies, and understand the responsibilities of key stakeholders such as AHJs, FCC license holders, and system integrators. This knowledge ensures they can contribute effectively to improving life safety outcomes through consistent and accurate radio coverage assessments.
